The Alternative Election 2019: Liberal Democrats, 'Stop Brexit'

The Liberal Democrat offering is lean, moderate, costed and will likely deliver measured but, definite, progressive outcomes. But that may not be radical enough for many who have yet to forget, or forgive, The Coalition.
The Liberal Moment in British politics has been a major disappointment for progressives. For many, disaffected with the authoritarianism of Blair's New Labour and distressed by Labour and the Tories each holding one party control over portions of the country, the Lib Dems offered a better way of delivering policies ostensibly similar to those of Labour.

Getting a taste of government changed things for the Lib Dems. And, for many, it crystalised the priorities of the faction that put Nick Clegg into the party leadership and continues to exert a strong influence as Jo Swinson leads them into a general election for the first time.

When push came to shove, the Lib Dems where willing to sacrifice a lot of other policies, and to break a very particular promise on ending higher education tuition fees, for their priority of boosting early years education funding.

Few have been happy with the compromises the party leadership has been willing to make, but the party has been held together by what has always held the party together: their focus on liberty - on civil rights, the rights of refugees and immigrants, of LGBTQ+ people, of minorities.

But that assumption, that the wings of the party will be held together by this commonality, has begun to feel like something being tested to breaking - with some senior party members, such as party LBGT chair Jennie Rigg, quitting as, in their single-minded quest to "Stop Brexit", the leadership has welcomed defecting MPs into the parliamentary party - no matter how scant their record may be in support of unifying liberal issues, or in the case of Phillip Lee, how in opposition to liberal social politics their record may be.

What are the Lib Dems offering?

Unsurprisingly, that has lead to cancelling Brexit being the central theme and focus of their manifesto - with even a second referendum now being seen as a wasteful concession to a costly distraction. Beyond cancelling Brexit, and reinvesting money dedicated to it into key public services, the Lib Dem manifesto presents four key priorities.

First, to borrow and raise tax to fund the decarbonising of the economy and to tackle the affects of climate change. That includes a £10bn seed for a renewable power fund that would seek additional private sector contributions (not unlike the previous Lib Dem idea of the Green Investment Bank), and £15bn to make homes greener to tackle energy bills and fuel poverty.

The idiosyncratic Liberal Democrat pitch of a penny on tax returns, this time for an earmarked £7bn rise to fund social care and mental health services provision. The manifesto hints at more of this use of 'earmarking' to come, with a consultation on a specific-to-health tax.

As you may now come to expect from the Lib Dems, they intend to put more funding into education. A boost of £10bn for schools is an expected cherry at the heart of plan for reforms to education that shows, perhaps, more depth than any other part of the manifesto - and includes rethinking how frequently and heavily we subject school children to examinations and standardised testing.

Less obvious a pitch, perhaps, is the Lib Dems making their pitch on lifelong learning - matching stride and direction with other progressive parties - that offers a £10,000 per person adult skills & training budget. This may well be considered thin fayre considering the anger that followed when their leadership dropped their opposition to higher education tuition fees.

Through these pledges, there is a leanness to see in the Lib Dem manifesto, especially in how ideas are presented, with seemingly every penny accounted for and balanced. That will turn off many looking for a radical shift - and will be seen as a legacy, or perhaps a hangover, from the Nick Clegg era of 'Equidistance' that pitches at splitting the difference between Labour and the Tories.

This can be further seen in a couple of policies.

Alongside the Lib Dems pitch of 300,000 new homes a year, is a plan to help younger first time renters handle exorbitant deposits with a loan rather than reform - though that does need to be taken in the context of their long term Rent to Own proposal, where rent contributes towards eventual homeownership.

The second is the, shall we say, restrained way in which the party has approached widespread calls for at least a trial of the basic income welfare policy. Their plan, which actually comes from their conference and doesn't seem to have found a place in the final manifesto, is instead for a pilot scheme to trial a guaranteed minimum - more of a 'top up' approach, akin to Gordon Brown's tax credits.

It is worth pointing out, however, that in their analysis of the welfare offering of the main parties, the Resolution Foundation ranked the Lib Dem offering as the best for the poorest - ahead of Labour.

Conclusions

Behind the scenes, the Liberal Democrats are a broad and vibrant party with some particularly radical progressive factions - the Social Liberal Forum comes to mind. Those supporters champion a basic income, land taxes, an expansion of cooperative workplaces, and a government that is more interventionist in pursuing liberty.

But these elements have not, for some time, been representated in the party leadership in a way that reflects how these radical groups are supported among the party's members and supporters.

The Liberal Democrat leadership adheres instead to a lean, dry, and 'sensible' support for the free market - and on how therein to maximise the outcomes for people, within that capitalist framework. That means talking balanced budgets, prioritising education and tweaks, not upheavals, to the capitalist model.

When it comes down to it, the Liberal Democrat pitch - though producing some practical progressive outcomes - may simply lack the radical appeal for the times, not least with the party's damaged reputation.

And so the party will likely be swallowed by the two-party battle between Labour and the Tories, rendering even their best policies futile. Their best hope is taking enough seats to be a player in a hung Parliament.

The Alternative Election 2019: The Labour Party, 'Real Change'

There are headline grabbing, radical changes in the Labour manifesto. And yet in some policy areas, like welfare, they're less progressive than the Lib Dems - that is the paradox long at the heart of the Labour Party, that will stay hard to challenge so long as they remain simply the best shot at ousting the Tories from government.
For Labour, their priority is how they are pitching to people that they can take back control of their lives. The starting point for that in the Labour manifesto is for the wealthiest, those earning more than £80,000, to pay more in tax and for the government to borrow a sum of around £500bn, at the historically low interest rates available, to fund some hugely transformative policies - including the ambition to "make Britain’s public services the best and most extensive in the world". 

How does Labour plan to do that?

Well, public ownership is a big feature of their manifesto. On that front, in all parts, this manifesto goes further than in 2017. From bus networks returning to public ownership, to rail as the franchises expire, to water and energy, and putting workers on company boards, this is a manifesto that wants to undo the privatisations overseen by the Tories in the 1970s and 1980s.

Together with a boost in priority for environmentalism, the twin themes of Public Ownership and Green Industry run through this manifesto, bleeding into most of the policy ideas and frequently being tied one to the other - expressing the idea that the profit motive is destructive to our community and environmental wellbeing.

You can see this in their response to the first of the key progressive priorities: addressing the climate crisis.

On the climate emergency, Labour are promising a Green Industrial Revolution. Of the £400bn that Labour is going to borrow to form it's National Transformation Fund, £250bn is to be directed to Green Transformation - with additional funding coming in the form of lending from the proposed National Investment Bank.

This plan, that appears to be founded entirely on borrowing and lending - with an unspecified amount coming from a windfall tax on oil companies - is how Labour intend to provoke a shift to renewable and low-carbon energy and transport, that delivers net-zero carbon emissions by the 2030s.

Part of the Labour plan to deliver this Green Revolution is to nationalise the energy companies. This goes a step further than what they offered in 2017 (a low-cost rival state-owned supplier), though how this will be funded is left to the reader's assumptions. Readers will likely infer that the money will come from the tax rises on the rich and the intended borrowing - though it is worth keeping in mind that with any nationalisation, the government gains an asset that may ultimately be able to pay for itself.

On health, cutting out private provision is the headline that fits the broader narrative of public control before private profits. Labour promise a 4.3% a year rise in the budget for the health sector - and clearly expect ending outsourcing to private providers to save a significant, if hard to verify, sum of cash to help fund ambitious promises.

There will also be a National Care Service for social care, although the specifics are lacking in the party manifesto - beyond the intention to impose a lifetime cap on personal care costs.

On education, the Labour contribution to the progressive spur of lifelong learning is the National Education Service. At it's core, it represents a massive recruitment drive, with huge numbers of new educators needed to deliver the expansive promises on everything from preschool to adult retraining. These plans come with a lifelong, entitlement to free training up to certain standards and the return of maintenance allowances.

However, the manifesto focuses more on criticising the state of education under the Tories, instead of actually clarifying the detail of changes or how any of this will be paid for - beyond, it is assumed again, that this falls under what Labour hope to pay for with it's tax rise on the richest.

The theme of public ownership is present here too, as Labour promise to abolish tuition fees and engage in a clampdown on private schools - even going so far as to look into integrating them into the comprehensive education system.

Public ownership runs into housing too, as Labour are saying they will build 150,000 social rent homes a years - 100,000 council homes and 50,000 housing association - by the end of a five-year Parliament. And the party commitment to reducing energy consumption, and thus energy bills, by making homes to a greener standard keeps the key Labour themes entwined.

Conclusions

The theme of public ownership and green revolution run through these plans. They are the foundation for an, at times, deeply radical offering.

But there are flaws. The focus on simply undoing the Tories destructive welfare plans, results in Labour offering what is ultimately a less progressive than pitch for welfare reform that what the Lib Dems have offered.

On welfare, however, Labour are promising to run a basic income trial - which is a welfare policy with revolutionary potential should it be implemented, and implemented well.

And then there is the wider context. Labour and Jeremy Corbyn in particular have been besieged by the right-wing press and have found themselves unable to wade out of the antisemitism scandal in which they have sunk.

And Brexit. Jeremy Corbyn wants to stand neutral on the matter, taking no side in a second referendum between whatever he can negotiate in Brussels and the choice to cancel Brexit and remain in the EU.

The reality, however, is that for voters the controversies and flaws will simply play a part in a sadly two-dimensional election fight.

Rather than choosing between nationalisation and privatisation, or between radical funding boosts and more austerity, it's likely people will choose between whether they can tolerate more Tory government or can take a chance on what may seem like drastic change.

The fight between Labour and the Tories, Corbyn vs Boris, will dominate the election - and which of them you don't want to win will probably dominate your voting strategy, in a very tactical battle.

The Alternative Election 2019: Conservatives, 'Status Quo'

Boris offers no change, never mind anything transformative. And the promises he does make can't be trusted. Conservative government will most likely continue in the same vein as before - more austerity, more cuts and the cost of it all falling on the most vulnerable.
This is, plain and simple, an argument for voting against the Tories. Why you would be here looking for an endorsement is beyond me. To be clear: you won't find that here. The Conservative and Unionist Party in government has been a disaster.

Austerity has given rise to the return of Dickensian poverty - working poverty and child poverty prominent. Food bank use is through the roof, schools are taking donations and feeding children going hungry. You only need to check out Channel 4 Dispatches to see how the Tories are comfortable with the poorest subsisting.

How do the Tories reply? A meagre 2% or less rise to working age benefits and the carer's allowance. A continuation of welfare policies that will continue to punish the poorest and hurt their wellbeing most.

And all the while our health and social care system is being mismanaged and underfunded, with waiting times now hitting their worst ever level. All the Tories have for an answer is reannouncing old funding as new, funding previously promised and not delivered - that was predicated upon NHS trusts making slashing cuts to their budgets in the first place.

And if the Conservative commitment to austerity, that is destroying the lives of the most vulnerable people, isn't enough to dissuade you from voting for them, maybe the lies are?

Nevermind the well documented fact that Boris lies (or says something racist or sexist) about as often as he opens his mouth. Nevermind that Boris thinks greed and selfishness are good.

Nevermind the Tories' in general governing-by-media approach of announcing and reannouncing the same spending over and again as new to grab headlines. Nevermind the incompetence of the Tories failing to deliver a single one of their pledged new starter homes because they never bothered to take the necessary initial step of passing the bill in Parliament.

Maybe just consider that (in this election, where Boris lied in an interview by saying he's not a liar) the party under his control decided to deceive viewers (that's you, the voting public) of an election debate by renaming their social media account to "factcheckUK" to attack their opponents - in a debate where Boris himself spoke on how little people trust politicians.

The Conservative Manifesto promises no significant change in policy - not that you could trust it, if it did. It's a do nothing manifesto that lets austerity continue indefinitely. The present disaster is lurching towards catastrophe. It's time (long, long overdue) for people to wake up and kick the Tories out.

The Alternative General Election 2019: Progressive parties need to settle their differences

This is another election that will come down to a simple arithmetic: how can progressives prevent another Tory government, led by Boris Johnson as Prime Minister. That simple arithmetic is given a crudity by the fact that most of the progressive parties do not get along.

It's a particularly extraordinary factor in British politics, when you consider how close our progressive political parties are to one another - in their concerns, in their approach, in their policies. Those crossovers continue into this election.

Progressive Goals

All of the progressive parties share a commitment to tackling the climate crisis, with emissions goals set for the 2030s. The features vary, but include tackling energy costs for households and funding the reorganisation of the energy sector and industry to reduce pollution.

Lifelong learning is also a common feature, committing progressives to spending more to enable people to retrain during their working life, and adapt better as the economy changes.

Across the progressive parties is also an instinct to ease the burden that comes with welfare, including, in some form or another, a trial scheme for a basic income.

And of course, tackling the housing crisis is a key priority for all of them, with each making their pitch for how many and what kind of homes they will build.

As ever though, the parties have their differences. What primarily divides the progressive parties are their jealous priorities - and also their deep seated dislike for one another's approach to politics.

Priorities

For Labour, it is what they call real change - the role that public ownership could and should play in giving people a fair chance at a good life. A possibly expensive policy objective that has riled up a lot of people within and without the party.

For the Greens, it's the climate emergency. The centrepiece to a manifesto with some big commitments is £100bn to reach emissions targets by 2030 - much more ambitious than those of the other parties.

And for the Liberal Democrats, they have made "Stop Brexit" their slogan, and to the annoyance even of some of their own supporters, almost the single issue for which the party now stands - even when they might make meaningful pitches on welfare or education reform.

None of these priorities ought to rule out cooperation, but the mutual antipathy between the parties and their memberships always makes things difficult. But imagine if they could cooperate?

How badly do you want the Tories out?

This election has all the makings of another two horse race - however much Jo Swinson may be hoping for a Canadian Liberal scale landslide shift. This country's two-party system is just too hard to crack without extenuating circumstances, and the Lib Dems have made too many people mistrustful.

Which makes Labour's determination to stick to it's majoritarian big tent attitude - even in the Corbyn/Momentum era - all the more absurd. Yes, Britain has a two party system. But it has many more parties, that all gain votes and all have devoted supporters who at times are openly hostile to the big two.

Not working in alliance with the third parties, and not working to break up this inequitable electoral and parliamentary system, is a ludicrous act of self harm by the Labour Party - which clings to the remnants of power, mostly expressed these days in the one-party-state level of control it holds over some communities.

Not that other parties have been displaying much of an appetite for unconditional cooperation. The Lib Dems have been trying to oust Corbyn, or deny him the Premiership, as their price for working with Labour. Meanwhile, the SNP want a second referendum on Scottish Independence as their price - one that is too high for most English parties.

That's not to say there has been no cooperation. Working in a small progressive alliance, the Lib Dems, the Greens and Plaid Cymru will probably be able to pick up some crucial seats among the sixty where they are working together. Taking seats away from the Tories, but perhaps also taking seats from Labour.

Labour need to be on the right side of these political alliances if it wants to get into government. The balance of support, in England in particular, means that Labour depend upon tactical voting for them against the Tories, and voters elsewhere leaving the Tories for parties who have a chance to oust them where Labour are outsiders.

Like at the last election, it may be left for ordinary voters, campaign groups and local party associations to work out the cooperation that the national level party leaderships can't if progressives are to oust the Conservatives and their damaging era of austerity and government-by-press-release.

And the damaging era of Tory rule must end. It's been a disaster for the most vulnerable, with the return of Dickensian poverty. Austerity is bad and there is no end in sight under the Tories.

The Alternative Debunk: Populism, democracy and where it ends

In refusing to rule out further votes on her Brexit Deal - should it be defeated in the Commons - Prime Minister Theresa May has doubled down on a stubborn stance. Adamant that she has a Brexit mandate, May won't countenance a challenge to it.

Whether she likes it or not, that puts the Prime Minister in the same camp has the hardcore Brexiters, who argue that the first referendum was the final say - however flatly untrue that stance may be when it comes to UK constitutional conventions.

In a time when interest and participation in democracy has been slipping, when democracy has been increasingly under assault from fake news and far right populism, it is unhelpful when the Prime Minister coopts their arguments.

Populism and democracy

Populism is a word that gets thrown around in the media, being used to refer to popular movements of left as well as right. But it's not accurate to equate the two.

On the left, popular movements are increasingly horizontal, cooperative and reflective of a belief not in a single struggle, but in the commonality between different struggles to shake off inequalities that affect people based on their identities - ethnicity, sexuality, gender - and stand together in solidarity.

On the right, popular movements are emotional, exclusionary and 'competitive' - highlighting difference between groups of people and pitting them against each other, even against good sense. These are the so-called 'populist' movements. It is a populist idea that one vote is enough to settle something in a democracy.

Like he idea that the referendum ended the conversation, that the will of the people was crystalised in one popular vote - which is clearly undermined by the fact that any political party could stand at a future election on a manifesto to stop Brexit, and upon winning a majority have the right to implement it.

The populist sentiment is a trap that Theresa May fell into the moment she tried to claim the referendum mandate for her own government. It was aggravated by the fact that she hasn't been able to covert the referendum result into a Parliamentary majority - functionally necessary to delivering any change.

With the referendum vote in her pocket, Theresa May triggered a snap election and stood on a party manifesto that promised to deliver Brexit. But she failed to win a majority. And in that failure was exposed the problem with the referendum in the first place: there wasn't, and still isn't, a party of Brexit with a Parliamentry mandate to deliver it.

Lincoln and the Union

In a democracy, the ideal is that even those who lose out most in the result of a poll will be able to appreciate the importance of respecting the will of the majority - it's a key aspect of democracy. Populists have been quick to label their Remainer opponents as undemocratic sore losers.

However, with the Brexit referendum, the populist Brexiter side has exploited their temporary majority and failed to respect the fact that majoritarianism is two sided: yes, the will of the majority needs to be respected. But democracy also means that the will of the majority can change. There is no final say.

The trouble with that fact is that it doesn't quite have the emotional reasonance of 'one vote and done' - it doesn't feel as good. It doesn't feel as cathartic. Yet it's at the core of why a minority should respect the will of the majority. Some day, you may change their minds. You may be the majority.

In an old biography of Abraham Lincoln, there is a discussion of his view of the importance of the political union and disavowal of secession. He had questioned the right to secession, asking, "Must a government, of necessity, be too strong for the liberties of its own people, or too weak to maintain itself?"

Following Lincoln's stance against secession as undermining a democratic political union, his biographer asks:
"...if by democratic government is meant the rule of the majority, may there not be occasions when the majority is tyrannical or where the division of opinion between majority and minority is so acute, that the minority is entitled to leave?"
Lincoln had argued that adhering to majority rule, properly held in restraint by constitutional checks and balances, was not only a good, but a safeguard against the severed consequences of undermining majority rule - chaos, disorder, the threat of war.

As Lincoln said, "that ballots are the rightful and peaceful successors of bullets." To Lincoln, elections and majority rule held out always the possibility that the majority might be persuaded and would change it's mind at a subsequent election.

That while a minority must adapt and integrate to the majority conditions - and could, perhaps should, be helped along to do so - it would still be able to seek to peacefully win over the majority. Laid plain, that democracy, that majority rule, was never to be seen as final.

May and the Union

Theresa May has her own Unionism. For her part, it has driven her to pursue a particularly single-minded path. One that does not really account for, especially, the divergent path upon which Scotland is travelling compared to the rest of the UK.

Theresa May has caught herself in a difficult position, of jealously holding one union while dissolving another - in opposing one secession while enacting another, a confusing circumstance of competing sovereignties.

Arguing against dissolving the British Union, while also arguing for the permanence of the referendum vote, May finds herself caught in an inconsistent position - that the Union cannot be dissolved, but it also will not allow for the changing of minds.

That position undermines the point of democratic majority rule. As Lincoln argued, the preservation of the Union is in large part achieved by acknowledging that there is no end point to a debate - that there is no definitive, inalienable vote.

Theresa May has pulled out all stops to protect her position, the mandate she claims and the policies she pursues, especially Brexit. The result has been that she has turned to the arguments populist right for justification of her actions - the Brexit was a final vote, there can be no change of position.

Legitimising the positions of the populist right is a very dangerous game to play, but as Conservative leader Theresa May inherited a legacy of taking advantage of the over loud and amplified grumbling and scapegoating of the far right.

The Conservatives have spent a long time courting the rise of the far right, feeding off the populist energy to attack Labour and the Liberals. But it's a source of energy that comes with a high cost, giving light and air to emotive scapegoating.

From the beginning, the Conservative plan for a referendum - spawned of a need to satisfy the right-wing energy it was exploiting - didn't really factor in the possibility that the Leave campaign would win the public vote.

Conservative leader David Cameron resigned, having backed Remain as the Prime Minister in a deeply pro-Remain Parliament. With no Parliamentary majority for Brexit, the country was thrown into political turmoil - which May has tried to navigate.

Her failing was to try and do so without a proper constitutional mandate, gained in the form of a Parliamentary majority from an election with an explicit Brexit manifesto commitmnt. She waited too long to pursue that, trusting instead to exluding Parliament in favour of using executive power to forge ahead.

Democracy never ends

When the question is settled, the post-Brexit Union will be defined by this period in time. Disrespect for democratic process, political division, ignoring or exploiting well-established constitutional conventions - all of these things will feed into the new shape of the British Union, whether it remains European for the long haul or ultimately pulls away.

Theresa May has allowed the far-right populist view of democracy - as a competition not a compromise, pitting ideas against each other for mastery - to infect the mainstream and take route in the public consciousness. These represent lasting damages inflicted in pursuit of short term political goals. May will have to reflect on that.

The reality is that the referendum vote could never have been binding, but the view it expressed needed to be respected. That has never really happened. Theresa May and the Conservatives didn't go to the electorate for a Brexit mandate until a long time after the fact. By then, moods had begun to shift.

Brexit was always undermined by the absense of a mandate to deliver it - a party, or parties, explicitly elected on a manifesto commitment to deliver it, awarded the power by the electorate to do so in the form of a Parliamentary majority.

Now, with the deal an unsupportable mess, public opinion is polling as even less inclined. And Parliament remains ill-disposed towards Brexit. Saying that there is no justification for further votes undemocratically protects the power of a majority that may now have become the minority.

Is a second referendum, the People's Vote, the answer?

The first referendum resolved little, as it didn't produce the political conditions within the constitutional framework to deliver on the 'Brexit mandate'. Can another referendum do anything more than simply affirm one of the positions?

Another referendum will still need the explicit mandate from an election to deliver on the public will, if it is to have the legitimate power to implement the decision. In the end, the only way out of this mess is to return to democracy.

Populism sees an end to democracy in the satisfaction of it's own will - the realisation of it's own supremacy. But democracy, to be a valid basis for political union, has no end point. There is no definitive say. Only limited mandates that expire.

The Brexit mandate is close to expiration - largely thanks to the failures of the Conservative party, who brought forward the first referendum and failed to empower it. What comes next must be instructed and empowered by the people.

Universal Credit: Labour say no to universal credit, leaving the future of welfare uncertain

Labour's Shadow Chancellor John McDonnell has let it be known that Universal Credit, the government's controversial revamp of welfare, faces being scrapped. McDonnell called the system unsustainable, as he finally appeared to move the party off the fence on welfare.

Universal Credit was the flagship Conservative policy and was intended to merge a range of benefits into one, simpler, payment - with better tapering and stricter limits - in theory to 'make work pay'. However, the rollout of the policy has been a disaster.

The policy rollout has gone over budget; it has created delays in processing applications and making payments, leading to individuals running up debts and turning to foodbanks; and with the full rollout, even single parents could be over £2000 worse off.

For the government, welfare reform has been a constant hazard. It's approach, dubbed 'workfare', has been picked apart at every step. Scandals like welfare claimants finding themselves farmed out for unpaid labour - a practice that was challenged and criticised through the courts, though continues - has undermined reforms.

So has the Tories' handling of disability welfare claims. Causes ranging from maladministration to deeply flawed fitness to work assessments have left many claimants with disabilities thousands of pounds out of pocket and denied crucial support.

The government has done itself no favours with revelations that officials were given targets to reject 4 out of 5 applications, and through spending tens of millions in legal action to avoid having to meet denied disability welfare payments.

Funding issues have undermined the policy too. The policy's architect, and former Tory leader, Iain Duncan Smith eventually quit as the Minister responsible with a flurry of criticism - at the core, furious that funding was not were he wanted it to be for the reforms to work.

It is unsurprising that Labour doesn't want to handle this shambles.

However, for Labour this marks a significant change in their stance. In their 2017 manifesto, the Labour Party barely touched the subject of welfare. The limits of their interest had seemed to be in getting the Conservative system working - not even committing to more funding.

Labour have not proposed a replacement system. For that, it may be necessary to wait for a new manifesto. But it seems unlikely that either the old system nor Universal Credit will now remain in place under a Labour government.

Without tacit opposition support, the policy's days are numbered. The questions now is what comes next? Where does Britain go next in search of a fair and sustainable social security safety net?

General Election 2017 - SNP and Scotland: To have a wider influence at Westminster, Scottish MPs must bring soft power to bear

Thanks to devolution, Scottish MPs occupy an awkward role at Westminster - dependent upon the soft power of Westminster outside of the reserved questions of foreign policy and defence.
MPs for Scotland, thanks to the devolution of powers, have a very particular role. The few matters still reserved to Westminster are foreign policy and defence, energy and welfare - and with the extension of tax raising powers, even welfare can now be influenced from Holyrood.

So, for those who represent Scottish constituencies, Westminster has become in fact a federal parliament - focused on collective questions of Britain's relationship with the world and how it makes use of its natural resources.

Scottish National Party

Strangely though, the SNP have chosen to release a full manifesto that covers even the devolved matters. Perhaps the opportunity to put across its intentions at Holyrood or pressure to appear comprehensive has forced the party's hand.

On the devolved matters are some major pledges: centred on an £118 billion investment package in public services to counteract Tory cuts impact on Scotland - including investment in the NHS and introducing a new 50p tax rate.

But it's on reserved matters, what the party's MPs will tackle at Westminster, that attention here will focus.

The party has pledged to push for devolution of immigration powers to ensure a fairer immigration policy. The SNP argue that Scotland has different needs to those of the UK as a whole - that free movement of working age immigrants is vital to the economy of Scotland.

The party has also pledged to fight against fight cuts to welfare, treading ground on which even other progressive parties have been timid. Labour have not pledged much and while the Lib Dems pledged a little more, they have not really campaigned on those proposals.

Now, welfare policy will soon be something that can be adjusted and added to in Scotland, but baseline will be set for UK in Westminster. The SNP has promised to fight funding cuts and to raise money to make welfare more generous North of the border.

On foreign policy and defence - including Brexit - the SNP have the advantage of a clear stance. While the party supports EU cooperation, remaining in the Single Market, and ending the use of the Trident nuclear deterrent, there is a not a lot of depth on foreign policy in the area of defence and intervention.

Historically though, the SNP has taken a similar, centrist line to the Liberal Democrats - that the military should be maintained and that interventions should be led by United Nations resolutions, in accordance with international law.

The lack of depth perhaps reflects the question which muddies the waters of the SNP's voice on foreign policy and how much it influences, or should influence, wider UK opinion: if the SNP wishes for Scotland to be independent of the UK, how can it hope to play a leading role in setting the tone of Britain's relationship with the world?

SNP and their opposition

The SNP's opponents have their own stances on foreign policy that might be more clear, for better or worse.

The Tories are now resolved to pursue Brexit, are very clearly prepared to intervene militarily, and are clearly pro-Nuclear deterrent. Opposite to them stand the Liberal Democrats, who are the pro-European party. They want EU cooperation on foreign policy. On other questions though, they tread a tightrope of centrist equivocation.

Labour has also faced being indistinct on some of these big foreign policy questions - though it has been a symptom of being deeply divided internal politics rather than pragmatism.

Despite Jeremy Corbyn's own stances, however, the party has resolved in favour of NATO and in favour of retaining Trident. The party's MPs also rebelled against the party line, following a Hillary Benn speech, to support intervention in Syria.

On foreign policy the SNP are pro-UN, anti-Nuclear weapons, pragmatists, in a field of pragmatists, with independence hanging over their stances. So it is unsurprising that they are trying to distinguish themselves by way of their role at the head of the Scottish Government.

Above all, the SNP are promising to be an anti-Tory party of strong opposition. But for the SNP, as with other parties in Scotland, MPs from Scotland's constituencies will have little voting power on the broad majority of issues.

Soft Power

Defending the party's ability to act as an opposition at Westminster, Nicola Sturgeon praised Angus Robertson - the SNP's Westminster leader - for being the effective voice of opposition at PMQs and raising important issues in key debates. The SNP have also repeatedly stressed that they are prepared to work with other progressive parties at Westminster, to cooperate and collaborate in defending common values that are threatened by Tory policies.

Sturgeon stressed how the SNP had played a pivotal role at Westminster in exposing the issues hidden within Tory policies and forcing Theresa May and David Cameron, and their respective governments, into one U-turn after another.

However, devolution for Scotland has created in fact a two-tier Parliament at Westminster and taken away the hard power, the ability to vote, of Scottish MPs on many issues. With devolved matters, the SNP's accomplishments have to be achieved with soft power. With speeches, by getting press interest on an issue, and then gathering public pressure - and bringing it to bear.

Voters in Scotland should keep this in mind when casting their ballots. Who represents them on foreign policy? On defence? On Brexit? And, who can bring the soft power of public opinion and rhetoric to bear on those issues that fall on the periphery of Scottish jurisdiction?

When it comes down to it, Scottish MPs go to Westminster with a very specific mandate to address collective UK matters of foreign policy, defence and reserved broader economic questions. It is really on these issues that Scottish voters should make their choice.

General Election 2017 - Green Manifesto: Openness, compassion and cooperation

The Greens' manifesto must be read as what MPs will stand up for, rather than expect to implement.
At a modest launch, the Green Party put forward its manifesto for General Election 2017. The low-key event aligns well with the party's realistically focused, targeted election campaign.

The party's co-leaders, Caroline Lucas and Jon Bartley, have been at the forefront of calls for a Progressive Alliance and local Greens have worked to unite support behind the best placed anti-Tory candidates across the country.

Their own efforts will focus on a few constituencies, to concentrate on re-electing Lucas in Brighton Pavillion and putting some new Green MPs alongside her - such as Natalie Bennett in Sheffield Central, Molly Scott Cato in Bristol West and Vix Lowthion in the Isle of Wight.

So this manifesto must be understood in that context: these are the things that Greens will put on the agenda, that they will speak up for, fight for and vote in Parliament to defend. Openness and cooperation will be key to that effort.

Openness and cooperation appeared in Caroline Lucas' introductory speech, along with compassion, as the values that the Greens will protect. That theme runs through the pledges the party makes in its manifesto.

The headline pledges for the Greens are their commitment to a basic income trial scheme, a shorter working week and a £10 minimum wage. At the core, there is a lot of crossover with Labour: the living wage, higher tax for the wealthy and support for "small businesses, co-operatives and mutuals".

The party, of course, ranks addressing the environment among its highest priorities. There are commitments to fund a public work programme of home insulation to make energy use more efficient, to end fossil fuel subsidies and replace them with investment in renewables and community owned energy, and to protect green spaces.

There is also crossover with Labour here - who, in particular, have called for local public energy companies, with a focus on renewable energy, to compete with the big energy corporations to drive down energy prices.

The Liberal Democrats also share commitments here, to rolling out insulation, to invest in green energy and, with Labour also, to tackle air pollution and support new energy companies coming in and take on the "Big 6" - with a focus on how these efforts could all boost the economy and be the start of a job-creating clean industry in Britain.

These stand in stark contrast to the Conservatives, whose almost only reference to the environment was to offer its support to energy derived from shale gas - otherwise known by its more controversial name of fracking.

On health, the Greens continue their commitment to fighting against privatisation in, and of, healthcare services. They renew their commitment to passing their NHS Reinstatement Bill that would even restore dental services to public funding.

Their focus on support for matching the status of mental health to physical health matches with the Lib Dems and Labour, along with calling for increasing funding for the NHS and social care.

On other public services, the Greens go further than Labour, calling for energy, water, rail, bus and mail services to all be brought back into public ownership - and for an increase to local government funding to help authorities provide good quality services.

There are crossovers on education as well. Scrapping tuition fees has been committed to by the Greens and Labour - and still has support among Lib Dems. Restoring student grants is a Green and Lib Dem priority.

Restoring young people's benefits is a shared goal across the progressive parties. The Greens stand out on welfare, however, for their headline commitment to the basic income and to rolling out a trial scheme.

The Green Party commitments on house building align with all of the progressive parties and specifically matches Labour's commitment to 500,000 new social rent homes over the next five years. Along with the Lib Dems there are commitments to take action on empty homes and to scrap the Bedroom Tax.

Long shared with the Liberal Democrats, and being newly considered by the Labour Party, there is support for the much needed switch to proportional representation - to make votes matter, by making the votes people cast more clearly represented in how the seats in Parliament are distributed.

And not least there are commitments to the Human Rights Act and to the UK's membership of the European Convention on Human Rights - the Tory attitude to which has made this a high priority concern for liberals and human rights and civil liberties groups.

The Greens have only modest electoral ambitions for themselves. But in the face of the threat of a landslide Tory majority they have stressed the need for a Progressive Alliance - for progressive parties to come together to defend their shared values.

While they may be the most humble of mainstream progressive parties, their approach is grasping best the bigger picture. A Tory landslide would be a disaster - for the poorest, for transparency and accountability, for the values of openness, compassion and co-operation.

Whether a supporter of Labour or the Liberal Democrats, if the Greens are the best placed to defeat the Tories in a constituency, there is plenty of crossover to make voting Green tactically an easy decision.

The same extends in the other direction - Greens can find plenty of policies that align with their priorities in the manifestos of the Lib Dems and Labour. There is a real progressive consensus on many issues.

But it is only through cooperation and working together, by voting tactically and campaigning positively in collaboration with the best placed candidates, that progressives can fend off the latest round of Tory assaults on the rights, liberties and wellbeing of the most vulnerable people in Britain.

General Election 2017 - Tory Manifesto: Demanding unity, making no promises

Theresa May has called for unity and social harmony, but she offers little to ordinary people in return.
This manifesto is Theresa May's belated opportunity to stamp her identity of the Conservative Party. In what became her very short campaign for the role of Conservative leader, she chose to emphasise the Unionist element of the fully titled Conservative and Unionist Party.

At the 2017 manifesto launch, "Forward Together" was written on the front of May's podium as she strained to come across as a 'compassionate conservative' and the word "Unionist" was restored to the party's name on the front of the manifesto.

Inside the document, there was an effort to rewrite what it means to be conservative. It called for "commitment to country and community", "belief in national institutions", and obligations to one another stronger than individual rights as community and nation demand.

That definition is unionist to its core. In her first major speech as leader, she listed her hero as the Unionist Joseph Chamberlain. As Mayor of Birmingham, he led the modernisation of the city through public-private initiatives and the establishment of public utilities, in decisive acts of intervention.

There are some among the Tories who are perturbed by what they see as a similar interventionist streak. May's first manifesto and her launch speech seem to have been shaped to confirm that impression. But there is a real contrast between the tone and the content.

The headlines that the Conservatives drip fed to the media over night, before the launch, were all focused on what the party would do to address the dire state of social care - which critics say has seen a funding cut of over £4 billion on their watch.

Theresa May pitched a long term plan. The first step appears to be to launch a raid on the middle class: from their assets on one hand - those with holdings over £100,000 will pay more - to their winter fuel allowance, which will be means-tested to raise £1 billion.

The belt-tightening Tory plan extends down the income brackets. Pensions will again see cuts. With £8 billion already shaved across the Parliament (2015-2020) with the flat-rate pension, ending the triple-lock will be further hurt for the low paid on just the state pension.

While an argument might justifiably be made that the triple-lock has proven very expensive - pensioner incomes have risen 10% above inflation - not enough is being done to lower the cost of living, particularly in old age, to ease such a 'rebalancing'.

It is perhaps this that has motivated an intervention in the energy sector with an unspecified "safeguard tariff cap" on prices and a commission and independent review into how to ensure energy costs stay low, with a promise to ensure fair markets.

But let's be clear: social care changes brought in by raising the means-tested level to £100,000 does nothing to change the conditions for the poorest. These measures raise maybe £2 billion per year, at best, in additional funding to aid an ailing system.

That means the poorest will continue to rely on strained and underfunded care services, while the homeowning middle class will be paying far more for privatised care - and still won't be able to pass on their family homes to their children.

In fact, when you take into account hinted Tory plans to give workers the right to unpaid carers leave, it paints a picture of Conservatives intending to wean people off of state care.

Perhaps learning from the Cameron years, hard targets seem to have been replaced by lots of vague promises: to simplify tax laws, to stop tax evasion, to protect gig economy workers and to put more money in the NHS (despite having yet to meet their previous targets) - though the promises to control immigration continue to be more clearly specified.

But what does not seem to have changed is their attitude to the fiscal role of the government.

Current spending stands this year at around £720 billion to £740 billion in revenue, while Capital spending sits at around £80 billion. As the Tories combine Current and Capital spending to calculate the deficit, it stands at about £59 billion.

With further commitments to eliminate the deficit, across both Current and Capital spending, a National Productivity Investment Fund of £23 billion - even if it turns out to be rebranded rather than new money - heralds more austerity cuts to come, either from other infrastructure spending or from departmental budgets.

And that matters. Britain has already been hard hit by austerity. Yet despite in her manifesto disavowing the liberal conservative legacy of Cameron and Osborne and claiming that the state has a role, May is continuing their squeeze on public services.

Note here, that what can be interpreted about how the Tories will manage the economy has no help from the manifesto, which has no costings whatsoever. Just vague promises and vague numbers with no explanation of where money will be found, or taken.

The reality is that easing the social care strain by having the middle class pay more and by restraining the pensions of the least well off does nothing to increase the stake of ordinary people in their country. May is preaching a new Union, but it's still the same old unredeemed and hard to believe Tory slogan: "We're all in this together".

This is not an inclusive manifesto. It is not progressive. It is social harmony Unionism, putting the vague notion of a 'country' before the needs of the actual people. Theresa May demands unity, but doesn't offer ordinary people a real stake in the country.

Progressives and reformers will also be particularly unhappy to see Theresa May doubling-down on retaining power, with specific commitments to repeal the Fixed-term Parliaments Act, preserve First Past the Post and to require voter ID - all measures empowering the government of the day to stay there.

The path ahead, under the Conservatives, will continue to see the burdens fall on the poorest. Nothing in this document changes that. It is imperative that there be a progressive alliance to resist and oppose, because we need a strong opposition.
