The Alternative Year: Behind the facade, the reality of Conservative government is finally laid bare with smoke and mirrors dismissed

It seems each year in recent times seems keen to outdo the last for crises and calamity. It is a long few years now that progressives have been looking for the tide to change, for a chance to get Britain moving forward again.

Looking back over 2018, our focus was on laying bare the reality of a living under a Conservative government - and how the realities of that are finally becoming visible, released by time, escaping from behind excuses and scapegoats.

Here is our rundown of 2018 in British politics as we saw it and wrote it - and as we see it informing us for the new year ahead.

Ten Years of Conservative Government

The year 2018 marked ten years of Conservatives in government and what that really means is becoming all too clear. Hiding behind the fallout of the Financial Crisis of 2008 that happened on Labour's watch, the Tories always had a handy excuse to deflect criticism.

But it has been a full decade now - and for many, it will be marked as a lost decade. Child poverty and working poverty have risen, hand in hand. Homelessness and indebtedness have risen. Padding out employment statistics has been prioritised over wellbeing, as pay stagnates and precarity rises.

Furthermore, the privatisation and outsourcing drive is being exposed. Plush contracts handed out to private sector profiteers have done little for services, while greedy executives extract public wealth - even as the companies themselves fall apart in a poorly run shambles.

The structure of our services, both public and private, has been allowed to crumble to enrich some few well-connected individuals. The few who profit from hastily assembled companies acting as little more than a front to funnel profit - even as the work is done by largely the same people who have always done the work - before being left to crumble.

Smoke and Mirrors

What the crumbling reality of Britain under the Tories is showing us - beyond the poor state of things under their method and ideology - is how much effort is dedicated to surface phenomena. To keeping up a veneer, rather than dealing with the real, underlying issues.

The 'Northern Powerhouse' is one such issue. Funding shortfalls, cancelled upgrades, rail timetable chaos, entire rail franchises in chaos. The Conservatives time and again put their faith in an empty branding exercise - brands like the 'Northern Powerhouse', and the 'Midlands Engine'.

Empty words. Housing had faced the same trouble. Slogans like 'Right-To-Buy' and 'Help-to-Buy' are a temporary fix, meant to rally someone else to invest so the Tory government doesn't have to - temporary measures that often make things worse in the long run. Look at local government.

From the devolution to regional mayors, to housing policies, to social care, local government has been cut out of the loop and ended up with less funding, even as it has felt greater weight dropped on to it's shoulders - more burdens, more less power and money with which to act.

Too Much Fiction, Not Enough Fact

The Conservatives have hidden so much of this beyond a wall fact-less, and often tactless, political debates. Being well informed is crucial to making good decisions, but the media make that so much harder every day - itself embattled and feeling political and competitive pressures.

So we took to debunking a few of the best laid myths.

We looked at the far right, it's rise and how it has been pinned to the working class - of claimed to be some great movement of the people. The reality is exposed as the far right being a nearly exclusive middle class ideology - one rooted in the fear of the loss of privilege.

This was as true for Brexit as it was for Trump.

Whether those voting for Brexit could see what the future outside the EU would hold or not, you can see this privilege in what a hard Brexit would mean. We laid out the reality of 'WTO terms' as accelerating, not ending, the decline of UK sovereignty at the hands of globalism - for which the WTO was founded to be the point of the spear.

The poorest haven't been given share-enough of the spoils of globalisation and Brexit isn't going to change that. Nor, really will Remaining - not by itself. Without a radical will to reform, all we have in either scenario stagnation and inequality. But while Europe provides framework to try and build something better, Brexit strands us.

Looking forwards

There were hopeful sparks too, in 2018. As hard as that is to believe. The #MeToo movement, the Women's March, and other events, occuring so close to together have the makings of a pivotal historical moment - an expression of women's power, both resistence and progress.

Wars, cold and hot, that have been fought for decades also saw an interruption for peace. Historic cooperation in Korea, a peace agreement between Ethiopia and Eritrea, the Basque paramilitary group ETA finally dissolved, Greece and North Macedonia settled a naming dispute.

These events represent a cropped image of 2018. But what they also represent are slow burning, long negotiated, discussions finally bearing fruit. Hate produces only a brief flash. Rash action, the product of rash thought, puts down no roots. Hate only lasts if we embrace it.

The fight for justice and peace puts down deep roots. Even in a world on fire, there comes a fresh flowering. The New Year will bring opportunities to get back to looking after the common good. The first step towards that isn't a big one. All you need to do is care and get informed.

Half Term Report: Must do better

The Commons continue to play a bigger role, but mostly because the government remains disengaged from domestic matters. At the February half term break, Ministers will return to their constituencies with report cards that read: must do better.
Is a government technically doing a bad job if it isn't doing anything at all? This is a pertinent question as Parliament heads into the February half term recess. That's because it's hard to report on how on the government is handling it's main job - that is, managing the legislative programme - when it doesn't seem to have one.

Back in January our preview of 2018 pointed out that last year, little of the government's legislative programme made any progress. Some was dropped, some was delayed, some disappeared into consultation never to be seen again.

So far, 2018 hasn't been much better. Theresa May's recent, and criticised, announcement of a new electoral offence of Intimidation received much fanfare - but turned out to only be a pledge to consult on the recommendations of a committee report.

A promised update to domestic violence legislation, touted last year in the Queen's Speech, has still yet to appear - despite a similar bill passing the Scottish Parliament in less than a year with bipartisan support.

What about the policies already passed? Those being overseen by ministers either already in place or being implementation? In short, the core elements of the Conservative agenda are besieged as major Tory policies are failing on all sides.

The government's restrictions on Personal Independence Payments for those with mental health conditions have been successfully challenged in court and now all claims are now under review with bigger payouts expected.

The rollout of Universal Credit has been a rolling disaster, stumbling from one mess into the next. At the end of last year the government was forced to concede ground and make some changes. Now, a committee report has questioned it's overall feasibility.

Whether the government's devolution agenda is working might be a matter of perspective. Last week a Conservative county council, Northamptonshire, effectively declared bankruptcy. Even earmarked reserves are being eaten away and council taxes are set to rise across the country.

The strain of funding poor needy neighbourhoods is shifting away from redistribution at a national level, and towards communities trying to support themselves. That might seem like a win for Conservatives uncomfortable with redistribution and what they term 'dependence'.

But it is grinding down communities that need resources for essential frontline services - and councils will know exactly were to point fingers when angry locals come knocking. It also plays right into the hands of Corbyn's pitch for a renewal of municipal socialism.

And that isn't helped by the collapse of outsourcing giant Carillion, the trouble facing other outsourcing firms like Capita, or the fact the government had to take the East Coast Mainline rail franchise away from Stagecoach, who had got their numbers wrong and were losing large amounts of money. These are all simply embarrassments for the government.

While the government seems to have largely abandoned legislating while it pours it's focus into Brexit, backbenchers and the opposition are doing their best to keep things moving forward.

In a remarkably constructive day for the Commons, two private member's bills made it through the second reading gauntlet on 19th January. There was the Fitness for Human Habitation Bill, sponsored by Labour's Karen Buck, and the Stalking Protection Bill, sponsored by Conservative Sarah Wollaston.

Layla Moran of the Liberal Democrats also made use of the final Prime Minister's Questions before the break, to promote a campaign to abolish an old law Still used to criminalise homelessness. It's a push with a good chance to gain traction, thanks to some recent controversy - such as in Bournemouth.

The opposition, as a whole, has also been very effective at forcing issues onto the agenda, with motions on matters like rail franchises and the NHS winter crisis passing. This has continued on from last year when the government stopped taking part in opposition motions - a decision for which they faced criticism even from the Speaker.

While it is good to see the Commons having an impact in political life - plurality should be at the heart of how we make the law - backbenchers picking up the slack, while the government is too busy, is not why we should be seeing it.

Is the government taking it's time? Is it seeking means other than legislation to achieve it's aims? The lack of transparency from the May Ministry makes it difficult to tell the difference between inertia and working around the limitations of a minority government.

However, one of the main arguments for having a standing government is leadership - and being seen is a necessary part of that. It is one thing for the government to give the Commons a spotlight, to let it take the lead on legislation. It is another to let it through absence and abstention.

In January, we argued that there were big issues that needed tackling. That hasn't changed. Neither has the government's lack of engagement with domestic matters. The government remains more talk than action.

When government ministers return to their constituencies for the February half term break this week, they'll do so with report cards that read: must do better.

The Alternative Year: It's the little victories that keep us moving forward

Twenty Seventeen was... a year. While 2016 was always going to be tough act to follow, 2017 really did it's darnedest - and it was certainly eventful. Sequels are always difficult, but last year had turned many people numb.

But a lot that happened in 2017 that was important - and some of it was even positive. So here's our breakdown of four of the big political themes in Britain, Europe and around the world this year as The Alternative covered them - and a fifth point, in spirit of the season, looking forward.

I. Election of Opportunity

Theresa May wanted to cement seven years of Tory government with the certainty of five more years with a majority and saw an opening when polls put her a long way out front. Luckily for anyone sick to their teeth with the Tories, the election didn't go the way she thought it would.

The unnecessary election backfired. Theresa May survived the blow but it very nearly knocked her out of 10 Downing Street. Over the campaign, Corbyn's Labour made up a staggering amount of ground and proved it could win. The rhetoric had been wrong, the Corbyn brand was electable.

Theresa May, now without a majority, clung on to power with a coalition deal with the DUP - the Democratic Unionist Party, of Northern Ireland. Gone were the frills of the manifesto and in was a billion in extra funding for Northern Ireland.

Facing her in May and June was a resurgent Labour, led by Jeremy Corbyn who was found to be more at home on the campaign trail than under the spotlights. But May also faced a patched up, locally-led, progressive alliance.

It wasn't the scale of cooperation that some hoped for (The Alternative, for instance), but it was a remarkable step that made a difference in a few of close battles. As a trial run, it showed promise for what alliance might achieve in the future.

Between Corbyn and the Progressive Alliance, it showed that the left had found how to win. But it was a beginning that needs an end. It's a job that needs finishing.

II. The Far Right Returns

And the left learning how to win again could not come at a better time, because the far right is back. It had been creeping up for years. UKIP. Brexit. That President. Cracks were appearing and the far right was beginning to slip itself through them. The presence of a far right party in the German Bundestag was only the latest warning.

In 2017, the far right began to win seats in European parliaments in earnest. And yet, everywhere they fell short of power. The far right failed to make the breakthroughs it was hoping for - despite apparently hefty backing from Russia, which was finally called out by leaders in Berlin and in Westminster.

In the Netherlands, in France, in Germany and in Britain, far right parties have not been able to breach a barrier at around 13% of the vote. For all the rhetoric of a 'far right surge', they're a long way from convincing the people of Europe to turn back the clock.

In these defeats of the far right, centrists and progressives were left with feelings of relief - and often proclaimed them loudly. But there is no future in that feeling. Progressives need real reasons for optimism, based on good ideas that take hold in the public imagination.

III. Neoliberalism Hanging On

So far, the fact that far right has fallen short of power has been claimed as a victory for a certain kind of centrism and it's neoliberal hegemony - particularly in the case of President of France Emmanuel Macron.

But the yellow tide is not what it seems. Neoliberals are still winning the way they did in the 90s - by lethargy. With no better option, neoliberalism will continues to be the bitter pill that is accepted.

Neoliberalism is getting and staying in power aided by abstention as disinterest prevails and because the far right remains just repulsive enough that people are not persuaded by populist nationalism.

If neoliberal leaders are a bulwark, then they're a mossen edifice - an wooden post stood amid turbulent seas, sheltering a small pool of stagnant waters. It is the job of progressives to use the, relative, calm that this to come up with better ideas.

IV. Seven Years of Tory Government

It seemed that when Theresa May took over, she was at least willing to acknowledge that raw austerity thinking was hurting rather than helping. She voiced her belief in the Unionism of Joseph Chamberlain and promised a shared society - social harmony with a square deal for those who mucked in.

There has been little evidence of it in policy and the facts tell a sorry story about the state of Britain. While the government scapegoats anyone it can find, lives are becoming precarious and uncertain. Vulnerable people are squeezed of their benefits and poverty, including child poverty, is rising.

Poverty, real despair and destitution, has returned to visibility on the streets of the Britain. Only this week, in the run up to Christmas, are exposes being run on just how widespread poverty is - even among the working people Tories call the 'deserving'.

A fundamental component of the social contract has been broken by the Conservatives. Even with their heinous rhetoric towards the poor, that tries to draw lines between the deserving and undeserving, they at least maintain the semblance of offering a square deal in return for work. So where is it?

Work is precarious and poorly paid. Homes are expensive and even renting is getting out of reach. Prices of even basic goods are rising faster than wages. Personal debts are getting higher. The poor - those considered by Tories deserving and undeserving alike - are paying a heavy toll for realisation of the Conservative vision. Where is the fair deal?

V. Little Victories

Changing things for the better, in the long run will not be the result of grandstanding. It will be hard fought and hard won, by thousands of people on a thousand issues, little victories that add up to a much bigger sense of momentum.

At times, the forces arrayed against progress can seem overwhelming. But for progressives, it's how things have always been. All we can do is pitch in. Start small. Begin by making the little differences that are within our reach.

There have been small victories in 2017. For instance, in Barcelona the municipal government began fining energy companies for cutting off the supply to vulnerable households. It's a small change. But it could make a practical difference and in communities across Europe, there will be stories like this. Little actions that, together, can build into a bigger change of the tide.

At the end of our "The Alternative Year" for 2016, we said that the lesson for 2017 was that social progressives remain the majority, their ideas can win, can engage and can empower. 2017 was a step forward on that road. Let's hope 2018 sees these truths lead to breakthroughs and, as ever, The Alternative be back in the New Year doing the best we can.
